Giving an index of a state’s position vis-à-vis civil society requires a classification of precise and structured criteria. To this end, 75 indicators have been refined to obtain a bi-annual view, as accurate as possible, of the level of responsibility of a state government for fulfilling the right of peaceful association and assembly.
The indicators are broken down according to a State’s three-part responsibility:
Comply = legal framework: how a state meets its obligations under international law through national policies and laws.
Implement = administrative and financial contexts: how a state ensures that the necessary measures are taken to fulfil its obligation, for example regulatory and institutional frameworks, training and reviews.
Protect = associative environment: how a State ensures that associations operate in an environment favourable to their existence.
A combination of 5 indicators are used:
– Structural indicators: legal and institutional framework.
– Process indicators: administrative and legislative framework, resources used to implement actions.
– Result indicators: assessments, national statistics and feedback on difficulties encountered by local players.
– Impact indicators: indirect effects beyond the visible actions for the target audiences.
– Context indicators: the environment in which the action takes place.
Indicators have 2 origins:
– Objective facts: based on official texts, government statistics, factual observations.
– Subjective facts: based on judgements, perceptions and opinions recorded by our local observers and regional auditors.
