Article 21.

  1. Everyone has the right to freedom of peaceful assembly.
  2. Everyone has the right to freedom of association with others, including the right to form and join trade unions for the protection of his interests. Notwithstanding any restriction established under No. 3 of this Article, no one shall be compelled to join or remain a member of any association.
  3. The exercise of these rights has no other limits than those established by law and absolutely necessary for the security of the Republic, constitutional order, public safety, public order, public health, public morals, or for the safeguard of the rights and freedoms of others guaranteed to everyone by this Constitution, whether or not such persons participate in such meetings or are members of such associations.
  4. Any association whose object or activities are contrary to the constitutional order is prohibited.
  5. The law may limit the exercise of these rights for members of the armed forces, police or gendarmerie.
  6. The provisions of the present article shall also apply to the formation of companies, societies and other profit-making associations, subject to the provisions of any law concerning their establishment or constitution, their members (including their rights and obligations), their administration and management, their liquidation and dissolution.

Legislative change in 2020. The implementation of amendments adopted in 2020 to the Law on Associations and Foundations and other related issues have recently led to the deregistration of several non-governmental organizations.
