Constitution of February 21, 1901.

Article 28.

All inhabitants of the Republic have the right to assemble peacefully and without arms, and to associate for all lawful purposes of life.

Associations Act (law 54/85) 27/12/1985

The following associations may be created in accordance with this law:

1. a) Scientific or technical, whose work aims to contribute to the development of research and the application of scientific and technological achievements;

1. b) cultural and artistic, whose aim is to promote and develop artistic education, the vocation to creation and the cultivation of art and culture;

1. c) sports, whose aim is the development and practice of sport, as well as physical education and leisure activities;

1. ch) friendship and solidarity, whose aim is to develop friendly relations between the inhabitants of Puebla and the study of their history and culture ;

1. d) all others which, in accordance with the Constitution and the present law, are intended for purposes of social interest.

Not included in the provisions of the present law are the mass and social organizations referred to in article 7 of the Constitution, ecclesiastical or religious associations, agricultural production cooperatives, credit and service cooperatives and others authorized by law.
