Article 11

1. Hellenes have the right to peaceful and unarmed assembly.
2. The police may only attend open-air public meetings. Open-air meetings may be prohibited by reasoned decision of the police authority either generally in the event of imminent serious danger to public safety, or in a particular area in the event of serious disruption to social and economic life, as provided by law.

Article 12

1. Hellenes have the right to form unions of persons and non-profit associations in compliance with the laws, which in no case may subject the exercise of this right to prior authorization.
2. An association may only be dissolved for breach of the law or of an essential provision of its articles of association by a court decision.

3. The provisions of the preceding paragraph shall also apply analogously to unions of persons which do not constitute an association.
