Everyone has the right to freedom of association and peaceful assembly, subject to rules to be determined by law for the protection of public order, safety, health and morality.

Article 21
The right to peaceful demonstration is recognised.
The exercise of this right may, for the protection of public order, safety, health and morality, be subject to limitations by law.
