Article 38
The right to hold peaceful and unarmed public meetings is guaranteed. The exercise of this right may only be refused by any authority of the Republic in accordance with the law, and only insofar as such exercise is likely to be prejudicial to public health, safety or order.

Article 39
Everyone has the right to form associations for any purpose whatsoever, provided that they do not form an association which the law has declared to be illegal.

CAPITULO I

Artículo 1

 (Objeto).- Las fundaciones son personas jurídicas reconocidas como tales

por la autoridad competente que se constituyen mediante el aporte de

bienes, derechos o recursos realizado por una o más personas físicas o

jurídicas y que persiguen un objeto de interés general, sin propósito de

lucro.
